Man faces charge
of animal cruelty
FRACKVILLE - Frackville police charged a borough man with cruelty to animals and a nuisance violation after an incident that occurred July 1 at his 107 N. Railroad Ave. home.
Police said Walter Shappell, 50, will have to answer to the charges before Magisterial District Judge Christina E. Hale, Frackville.
Police said the charges stem from an incident in which a dead cat was seen in the front window of the man's home and officers and the SPCA were called.
Inside the home, officials found several other cats that were not cared for properly and in poor condition.
Police said those cats were removed due to neglect and that the house had fleas and foul odors that were overbearing to neighbors.
