Ryan Township to review road program

BARNESVILLE - The Ryan Township supervisors will review road work possibilities for this year's street maintenance and repairs program.

ARRO Engineering project manager William N. McMullen asked about road work during Monday's supervisors meeting.

"Are we doing anything with roads?" McMullen asked.

"We're going to have to put something down on paper on what we're going to do," Chairman David Morgan said.

Supervisor Franklin Fetter spoke about bids for road materials, and McMullen said the township does not need to bid due to the state's COSTARS program, where municipalities can purchase items through state-approved companies that provide lower prices to participating government entities.

"It's up to what you want to do, such as equipment rental, doing overlays or oil and chip," McMullen said.

"We'll have to work that out this week," Fetter said.

"One day this week we'll go around and see," Morgan said.

McMullen said oil and chip placement must be done by Sept. 15, and overlays must be done by Oct. 31.

"We have to do overlays in a bunch of places," Fetter said. "I think we'll do all overlays because we have some bad roads. It all depends on what's in the budget."

The supervisors renewed a five-year agreement with the state Department of Transportation in its Agility Program. Through Agility, PennDOT and eligible local community organizations and governments trade "services for services." This arrangement enables both parties to stretch limited resources and foster cooperative relationships.

During his report, police Chief Richard Sinton thanked township residents Mark Ludinsky, Lori Feleish and Tim and Donna McGowan for donating Wi-Fi service for the police cruiser for one year at $50 per month.

Sinton reported that the new digital police radio base for the police cruiser has been installed, and he expects to receive the two portable digital radios within a week.

At the June meeting, the supervisors approved the purchase from Green's Communications to upgrade the township radios in line with the move from analog to digital broadcasting through the Schuylkill County Communications Center. At that meeting, township Vice Chairman Clyde "Champ" Holman was appointed as representative from the township to meet with the county about a communications tower.
